The exclamation mark (!) means to find the factorial of a number. The factorial is the product of that number and all the natural whole numbers less than it.

So, 4! = 4 x 3 x 2 x 1 = 24
And 3! = 3 x 2 x 1 = 6

Which gives us 24/6, which reduces down to 4. The answer is D)4.
