To answer this question, the first thing to know is that "arithmetic mean" is an average of all the numbers. To find the average of a group of numbers, you add them all together and then divide by the number of numbers.

So the solution is:
7 + 15 + 28 + 43 + 66 + 83 + 98 = 340
340 / 7 = 48.5 or C
