The valence shell of an atom is its outer electron shell, and atoms hold 8 electrons per shell (with the exception of the innermost shell, which holds 2 electrons.

This means that an atom with an atomic number of 18 has both 18 protons and 18 electrons. The electrons will be distributed into the shells in the configuration of 2-8-8, so the electron's valence shell will have 8 electrons.
